Quality Education Fund Thematic Network on Healthy Schools

This network was from 2010 to 2016. Its ultimate goal is to sustain the Healthy School movement that supports quality education and promotes the well-being of students and staff of the entire school community. Four specific objectives are to:

  1. Establish a school network for sustaining the Healthy School movement territory-wide;
  2. Empower and support experienced schools to help other schools to become Health Promoting Schools;
  3. Provide learning opportunities for effective and sustainable practices of Health Promoting Schools; and
  4. Conduct research on Healthy School effectiveness for promoting all-round well-being and learning in students

Implementation Strategies:

  • Identified and motivated capable Healthy Schools to become Resource Schools of the project and invited Partner Schools to join to motivate work for the betterment of students’ well-being; established possible partnerships or links between the two.
  • Facilitating individual schools to conduct school health profile assessment for identifying rooms for improvement in the key areas of HPS; accredited schools meet the World Health Organization standards.
  • Conducting formal and informal forums or symposiums which discuss schools’ foundation roles in education and health promotion, as well as research which links the adoption of an HPS framework with improved health and learning outcomes for children and improved school ethos and effectiveness.
  • Surveyed the students to determine their health risk behaviours and identified health promotion priorities and effectiveness.
  • Obtained data from school health profile assessment and other available sources to identify changes in schools in the project period so as to determine basic core indicators for predicting HPS leading to a quality school.

Main outcomes of the network:

  1. 47 Resource Schools, 73 Partner Schools joined the network. Teachers from Resource Schools met for experience exchanges and discussed ways to sustain the Healthy School movement.
  2. The project team met regularly to discuss the way forward and, during the meetings, results of Student Health Survey (data collected from over 90 schools), Baseline Assessment (data collected from over 100 school visits) and Accreditation on HPS (data collected from over 40 school visits) were presented.
  3. Key stakeholders gathered at annual Healthy School Forums (4 were held during the project period) and formulated comprehensive agendas for better school health and their sustainability.
  4. The project team visited each Partner School to evaluate its Healthy School development and assess the health promotional needs amongst staff and students. Verbal recommendations were given to school personnel at a debriefing meeting after each visit and were followed by a written report to the school principal. Over 95% of Partner Schools’ representatives found the report useful and encouraging.
  5. Over 95% of Partner Schools underwent school health profile assessment which includes stakeholder surveys, 6 sets of self-evaluation questionnaires on each key area, 3 sets of health education records and a self-administered physical environment observational survey. All data were verified by the project team by documentation reviews, physical environment observation, interviews and focus groups with stakeholders.
  6. Over 90% of Partner Schools participated in Student Health Survey annually throughout the project period. A written report was presented to the school principal of each school. Over 95% of Partner Schools’ representatives found the report useful and encouraging.
